France’s authorised gambling market earned €14.1 billion in gross gaming revenue in 2025, up 3.0%; online gaming reached €2.6 billion (+8.5%), led by sports betting at €1.8 billion.

Overview
The ANJ’s 2025 market review, published on 16 April 2026, puts total gross gaming revenue (produit brut des jeux, stakes minus player winnings) at €14.1 billion, up 3.0%. Online gaming earned €2,617 million, 18.5% of the total against 12.8% in 2019. Online sports betting accounted for two-thirds of that at €1,766 million (+10.4%) from €11,517 million staked, online poker made €525 million (+6.5%) and online horse-race betting €326 million.
The ANJ counted 4.2 million unique online players and 6.1 million active accounts. Activities under FDJ’s exclusive rights, lottery and retail sports betting, generated €6,950 million, 49.2% of the market. PMU’s exclusive-rights betting kept shrinking, with GGR down 2.8% to €1,651 million. Land-based casinos earned €2,816 million, while the Paris gaming clubs, closed for two months, fell to €97 million. The ANJ cautioned that the tax changes of 1 July 2025 had affected only one semester of its 2025 figures.
