Norway runs a gambling monopoly. Only state-owned Norsk Tipping (lotteries, sports betting and casino-style games) and Norsk Rikstoto (horse racing) may offer gambling, supervised by Lotteritilsynet. Is online gambling legal in Norway?
Only through the state monopoly. Norsk Tipping offers lotteries, sports betting and online casino-style games, and Norsk Rikstoto offers horse-race betting. The regulator is Lotteri- og stiftelsestilsynet (Lotteritilsynet, lottstift.no). Norway has no licensing system for private online casinos or sportsbooks.
The monopoly is justified in law on public-interest grounds, and its profits fund sports, culture and voluntary organisations. Many Norwegians nevertheless use foreign sites. Regulators estimated in 2026 that foreign operators hold about 31% of the competitive market (sports betting, casino games and horse betting), against 55% for Norsk Tipping and 14% for Norsk Rikstoto.
Enforcement and player protection
Norway tries to channel play to the monopoly operators through supervision and blocking.
- DNS blocking: since 1 January 2024 Lotteritilsynet can require internet providers to block unauthorised gambling websites.
- Payment restrictions: transactions with gambling operators that lack Norwegian authorisation are restricted.
- Minimum age: 18.
- Limits and checks: Norsk Tipping applies player-level loss limits and controls, and in 2026 the regulator ordered it to add further controls on its online casino brand, KongKasino, because casino player numbers had doubled in five years.
Reform: a single gambling act
The Ministry of Culture has proposed consolidating the Lottery Act, Gambling Act and Totalisator Act into a single law while keeping the exclusive rights of Norsk Tipping and Norsk Rikstoto. The bill would require both companies to carry out regular risk assessments and would give Lotteritilsynet more powers. The Norwegian Industry Association for Online Gaming (NBO) has argued for a licensing model, but the government's stated direction is to maintain the monopoly. Tax, payments and winnings
Winnings from Norsk Tipping games are tax-free for players. Treatment of winnings from foreign operators is less clear, and players should check with the Norwegian Tax Administration (Skatteetaten) before assuming anything.
Norwegians typically use cards, Vipps and bank transfers, though payment providers must avoid transactions with unauthorised gambling operators. Norsk Tipping's games are subject to marketing restrictions and responsible-gambling requirements, and advertising by foreign operators is prohibited.
