Online casinos and sports betting are legal in Portugal for operators licensed by the ServiΓ§o de RegulaΓ§Γ£o e InspeΓ§Γ£o de Jogos (SRIJ). By 30 June 2026, 17 operators held 30 licences. Players must be 18 or over, and winnings are tax-free. Santa Casa retains a monopoly on lotteries and some products.

Is online gambling legal in Portugal?
Yes. Portugal introduced its online gambling regime in 2015 under a legal framework for online games of chance and fixed-odds betting. The regulator is the SRIJ (srij.turismodeportugal.pt), part of Turismo de Portugal. The SRIJ maintains a public register of licensed brands, product permissions and domains.
As of 30 June 2026, 17 operators were authorised to offer online gambling, with 30 licences between them: 17 for games of chance, 12 for fixed-odds sports betting and one further licence. Two more licences were issued in July 2026. The regulated market produced record gross revenue of β¬651.9 million in the first half of 2026, up 14% year on year. The SRIJ also blocks unlicensed services, including a nationwide ISP block ordered on the prediction market Polymarket in March 2026.
SRIJ licensing and player protection
Licensed operators must verify identity against national records, offer limits and report to the SRIJ.
- Minimum age: 18.
- Self-exclusion: players can ban themselves from licensed operators through the SRIJ.
- Licence checks: the SRIJ register lists each licensed brand and its authorised domains.
- Santa Casa: Jogos Santa Casa holds exclusive rights over lotteries and certain other games, and its prizes above a threshold are taxed, unlike winnings from licensed online gambling.
Tax on operators and on player winnings
Operators pay the Special Online Gambling Tax (IEJO). In the original framework, games of chance were taxed on gross revenue at rates between 15% and 30%, and sports betting on stakes at rates between 8% and 16%, but rates have been debated and the current schedule should be verified with the SRIJ or Autoridade TributΓ‘ria. The IEJO raised β¬92.1 million in the second quarter of 2026, up 13.4% year on year.
Players do not pay tax on winnings from licensed online betting or casino games in Portugal.
Games, payments and advertising
Online slots account for most online casino activity, alongside roulette, blackjack and the French bank game banca francesa. Football dominates sports betting. Multibanco, MB WAY, cards and e-wallets are common.
Gambling advertising is permitted for licensed operators but with restrictions on content, timing and targeting. Unlicensed operators cannot lawfully advertise to Portuguese players.
