Online Casinos in Finland

Finland still has a state gambling monopoly, held by Veikkaus. A new Gambling Act confirmed on 16 January 2026 ends the online monopoly and lets licensed operators enter from 1 July 2027. Today, only through Veikkaus Oy, the state-owned operator holding exclusive rights under the current Lotteries Act. Until the end of June 2027 the National Police Board both licenses and supervises gambling. Foreign sites that target Finnish players operate outside the system, and the Finnish Competition and Consumer Authority has estimated that around half of online gambling spend goes to foreign companies.

That is changing. The new Gambling Act was confirmed by the President on 16 January 2026. It replaces the monopoly for online betting, online casino games and money bingo with a licensing model, though Veikkaus keeps exclusive rights over lotteries, scratch cards, physical slot machines and casinos, and pool betting.

Operators have been able to apply for a gambling game licence since 1 March 2026. By June 2026 the National Police Board's Gambling Administration reported nearly 50 applications, mostly from international operators, and it aims to process applications in around six months. Licensed operations may begin on 1 July 2027, when the new Finnish Supervisory Agency takes over licensing and supervision.

• A licence is valid for up to five years, and Veikkaus's exclusive licence for ten years.
• A separate game software licence is introduced, with applications opening in 2027 and licensed operators using licensed software from 2028.
• The Act keeps the minimum age at 18, requires strong identification, and introduces centralised self-exclusion and loss tracking.
• Heavy marketing restrictions apply, and the supervisor may use internet-provider and payment blocking.

Earlier plans for a January 2027 start have been replaced by 1 July 2027.

Finland requires identified play and uses limits and loss monitoring. Veikkaus must already apply player-level limits, and the new system extends tracking across operators.

Winnings from Veikkaus are tax-free for players. How winnings from licensed private operators will be treated after 2027 and from foreign sites today should be confirmed with the Finnish Tax Administration (Vero). The Act also ends the monopoly's corporate income tax exemption, so licensed operators and Veikkaus are taxed on a comparable basis.

Veikkaus offers lotteries such as Lotto and Eurojackpot, sports betting, online casino and slots, and horse betting. Under the new Act, marketing of licensed games is allowed but heavily restricted, and games considered high-risk and those under the Veikkaus monopoly are banned from outdoor marketing. Until licences exist, promoting non-Veikkaus gambling to Finnish players is not appropriate.
