Is online gambling legal in the Netherlands?

Yes. The Remote Gambling Act (Wet Kansspelen op afstand, KOA) opened the Dutch online market on 1 October 2021. Operators need a licence from the Kansspelautoriteit (KSA, kansspelautoriteit.nl) to offer online casino games, sports betting or poker to people in the Netherlands. The KSA also publishes a list of licensed providers and takes enforcement action, including fines, against unlicensed operators.

Land-based casinos are dominated by the state-owned Holland Casino, and the national lottery sits with Nederlandse Loterij. Founding online licences were granted for a fixed period, and a renewal round is underway around the end of 2026, which means the list of licensed operators can change. KSA licensing and player protection

Licensed operators must verify identity and age, assess play patterns and intervene when they see signs of risk.

  • Minimum age: 18.
  • CRUKS: the central exclusion register. Operators must check it before every session, and registering blocks you from all licensed online and land-based casinos.
  • Deposit limits: default monthly limits have applied since October 2024, with secondary reporting citing about €700 per month for adults aged 25 and over. Lower limits apply to younger players, and the exact figures should be checked with the KSA.
  • Duty of care: operators must contact players when spending or time patterns suggest harm.

Tax on operators and on player winnings

The Dutch gambling tax on gross gaming revenue was 30.5% until the end of 2024, rose to 34.2% on 1 January 2025 and to 37.8% on 1 January 2026. A joint review by the Ministry of Finance and the KSA found the increases raised far less than forecast, partly because gross gaming revenue contracted. Operators and some analysts argue that high tax and tight rules push players toward unlicensed sites.

Players do not pay tax on winnings from licensed Dutch operators.

Games, payments, bonuses and advertising

Online slots, live casino and football betting are the main products. iDEAL is the most common local payment method, alongside cards and e-wallets.

Advertising has been restricted in stages: celebrity advertising was banned in 2022, untargeted advertising across TV, radio, social media and print was banned on 1 July 2023, and sports sponsorship was phased out by 1 July 2025. In June 2026 the State Secretary for Legal Protection presented a package of proposals that would fully ban online gambling advertising and welcome bonuses, introduce an overarching deposit limit and expand CRUKS.
