The ANJ is an independent administrative authority created by the Ordinance of 2 October 2019 and operational since June 2020. It approves online operators, supervises FDJ and PMU, runs the self-exclusion register, and can order illegal gambling sites blocked.

Overview

The ANJ is an independent administrative authority whose remit covers the whole gambling sector: lotteries, horse-race betting, sports betting and poker, whether offered under an exclusive right or in competition. It was created by the Ordinance of 2 October 2019, started work in June 2020 and took over the licensing mission of the earlier online regulator ARJEL. Its statutory objectives are preventing excessive gambling and protecting minors, ensuring the integrity of gaming operations, balancing the different gambling sectors, and preventing fraud.

The college has nine members appointed for six-year terms that are neither revocable nor renewable, advised by three standing commissions covering excessive-gambling prevention, the control of gaming operations and anti-money-laundering. Pascal Chèvremont has been President since June 2026. A separate six-member sanctions commission can warn operators, suspend games or an approval, or fine them up to 5% of turnover, and a gaming ombudsman handles disputes between players and approved operators.

Online approvals are granted per product. Hillside (New Media Malta) PLC, the bet365 brand, received ANJ approval for online sports betting on 16 April 2026 and for online horse-race betting and online poker on 19 May 2026.
