Online casinos and sports betting are legal in Sweden for operators with a licence from Spelinspektionen under the Gambling Act of 2019. Is online gambling legal in Sweden?
Yes. Sweden re-regulated its market on 1 January 2019. Private companies can obtain licences from Spelinspektionen (spelinspektionen.se) for online casino, online betting and commercial online bingo, while Svenska Spel retains a role as a state-owned operator and ATG covers horse racing. Suppliers also need licences, which came into force on 1 July 2023.
A new fee structure for licensed businesses applies from 1 March 2026, and from 1 January 2026 the regulator has expanded enforcement and penalty powers, including the ability to impose sanctions and revoke licences. Sweden's regulatory agenda for 2026 is dense, so operator terms and tools can change quickly.
Spelinspektionen licensing and player protection
Licensed operators must verify players, set a mandatory deposit limit at registration and display the Spelinspektionen logo and a link to Spelpaus.
- Minimum age: 18.
- Spelpaus.se: the national self-exclusion service, with more than 134,500 registered consumers by May 2026. A new 10-day pause option has been added, and from 1 August 2026 operators integrate with a new real-time verification API.
- Credit ban: from 1 April 2026 licensed operators may not process gambling payments funded by credit cards, personal loans, overdrafts or buy-now-pay-later products, according to reporting that should be checked against the regulator's notice.
- Bonuses: a licensed operator may offer a bonus only the first time a player participates in one of its games.
Tax on operators and on player winnings
Licensed operators pay tax on gross gaming revenue at 18% according to most sources. In September 2023 the government proposed raising it to 22%, and some secondary reports describe it as having been increased, so the current rate should be confirmed with the Swedish Tax Agency or Ministry of Finance before relying on it.
Winnings from licensed gambling in Sweden are not taxed for players. Winnings from operators outside Sweden's licensing system can be treated differently, so ask the Swedish Tax Agency (Skatteverket).
Games, payments and advertising
Online slots, live casino and sports betting are popular, with football and ice hockey leading sports. Swedes widely use BankID for identification, and Swish, Trustly-style bank payments and cards are common payment routes.
Marketing must be moderate. Operators cannot use aggressive tactics and must not target minors or at-risk players. Spelinspektionen has issued sizeable fines for breaches of bonus and marketing rules, so promotional content for Sweden is tightly constrained.
